Title:                           Federal Programs Coordinator / Student Services Coordinator / Testing Coordinator

 

Reports to: Superintendent

 

Contract               240 days

 

Position Summary:

The position plans for, supervises, and administers all federal funds, all state categorical funds, numerous private grants, and various other programs established and maintained by the district. This position works closely with the superintendent, the CFO, and the building principals to determine the most effective and efficient ways to achieve school improvement across the district.

 

Education and Experience:

  • Licensed teacher with classroom teaching experience.
  • Arkansas administrative license and experience preferred but not required.
  • Master’s degree required.
  • Prior experience in maintaining financial records, establishing and maintaining budgets preferred.

 

 

Essential Duties and Responsibilities: Federal Programs

 

  • Work with Chief Financial Officer to plan, prepare, and manage budgets for all federal and state categorical funds.
  • Oversee all aspects of the State (categorical) and Federal Programs.
  • Maintain student identification and classification, gather data and evaluate District-wide programs.
  • Support principals to assure that all schools meet necessary timelines for District, State, and Federal requirements.
  • Serve as the District grant application coordinator.
  • Prepare School Improvement plan for district and coordinate budgets to maximize effectiveness and efficiency of school improvement activities across the district and in all buildings.
  • Work with principals and other district or building level staff to plan, write, and coordinate building level School Improvement plans to maximize effectiveness and efficiency of those plans.
  • Assist superintendent with administrative professional development planning, strategic planning for school improvement, curriculum issues, and technology-related projects.
  • Coordinate parental involvement activities across district.
  • Maintain documentation of all federal requirements under the Elementary and Secondary Education Act and Arkansas’ waiver for accountability as they pertain to school improvement, annual measurable outcomes (AMO’s), and federal funds.
  • Work collaboratively with principals to fund intervention and remediation programs, including summer school and before/after school programs.
  • Prepare Annual Report to the Public
  • Address School Board and staff as needed or required by federal regulations.
  • Articulate mission of Title programs to parents and community members.

 

Essential Duties and Responsibilities: Testing

 

  • Coordinate the local assessment program for the district to improve student achievement.
  • Coordinate with Instructional facilitators and principals to develop local assessments for the core subject areas, ensuring that each assessment meets district standards.
  • Communicate effectively with staff concerning the district assessment program.
  • Use evaluative findings to determine the extent to which goals and objectives of the district assessment program are met.
  • Develop and organize training for teachers and administrators on local assessments and provide guidance in the interpretation of local assessments.
  • Provide assessment materials and resources to administrators and classroom teachers.
  • Compile, maintain, and file all reports, records, and other documents related to the local assessment program.
  • Compile cost estimates based on documented program needs.

 

 Essential Duties and Responsibilities: Student Services

  • Oversee E-School platform, TAC/HAC program and TRIAND platform.
  • Maintain Section 4 of Magnolia School District policies and effectively communicate and promote policies to employees, parents, community members, and others.
  • Update and publish Maintaining A Good School Atmosphere and other campus handbook documents.
  • Supervise district registrar.
  • Oversee maintenance of student enrollment records and procedures.
  • Coordinate McKinney-Vento (Homeless) Program, Homeschool Services and Private School services and related documentation.
  • Coordinate services for Foster Child and District Military Education
  • Coordinate with school Counselors for annual plan submission.
  • Oversee Educator Effectiveness System.
  • Monitor Standards of Accreditation portal.
  • Coordinate activities of the District Discipline Committee.
  • Submit Civil Rights Data Collection Report as required. 

 

Essential Duties and Responsibilities – General

 

  • Evaluate programs assigned by the Superintendent.
  • Serve as a resource person for campuses and liaison for Superintendent.
  • Actively involved in state associations related to this position.
  • Perform duties in a professional, ethical, and responsible manner.
  • Comply with district policies, as well as state and federal laws and regulations.
  • Regular attendance is required.
  • Professional appearance is required.

 PHYSICAL DEMANDS  

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organization's facilities.
  • Must be able to perform the essential functions of walking and interacting with students and/or district employees in the specific work site assigned.
